Kigali, Rwanda, 6 May 2006 - At the invitation of the Government of Rwanda and Kemilinks International, Ahmed Toumi, the Director General and Chief Executive Officer of the International Telecommunications

Satellite Organization (ITSO), participated in the ICT Africa Investment Summit 2006, held in Kigali, Rwanda on 4-6 May 2006. The Summit, attended by African Ministers and industry leaders, highlighted investment opportunities in the ICT sector and identified options for accelerated development in the ICT infrastructure in Africa.

In his address to the Summit, Toumi emphasized the importance for African decision-makers to establish clear and measurable infrastructure development objectives in connection with market liberalization. He emphasized the vital role of a Radio Spectrum Policy for Africa, since most of the continent depends on wireless connectivity. Toumi also presented the developments of his Initiative on Global Broadband Satellite Infrastructure (GBSI), which aims to promote access to high-speed Internet through affordable consumer terminals and satellite capacity.

During his visit, Toumi was received by H.E. Paul Kagame, President of the Republic of Rwanda and met with H.E. Dr. Charles Muricande, Minister of Foreign Affairs and Cooperation. Toumi also met with H.E. Chief Cornelius Adebayo, Minister of Communications of Nigeria; H.E. Dr. Ivy Matsepe-Casaburri, Minister of Communications of South Africa; H.E. Mr. Alain-Claude Bilie-By-Nze, Minister of Posts & Telecommunications and New Information Technologies of Gabon; H.E. Mr. Hamed Bakayoko, Minister of Telecom and New Information Technologies of Cote dIvoire; H.E.Mr. Ali Ahmed Jama, Minister of Posts & Telecommunications of Somalia; H.E. Eng. Albert Butare, Minister of State for Energy & Communications of Rwanda, and H.E. Mrs. Khedija Hammouda Ghariani, Secretary of State of Communication Technologies of Tunisia. During his meetings, Toumi discussed the cooperation between ITSO and their respective countries and informed them of preparations for ITSOs Extraordinary Assembly of Parties meeting, to be held in Paris, 18-21 July 2006.
